Domains
The Duke holds Domain over his entire city. He then has the option of parceling out areas of control to be held by the Kindred of his choice. While the Duke still holds ultimate authority, these smaller areas are a combination of fiefdom and controlled hunting preserve for the vampires lucky enough to receive them. Of course, these Kindred are also responsible for enforcing the city's laws within their domains, so domain comes with responsibility as well as authority.
As the Domain of a city is under the Duke's authority, the clans of the Praxis will be awarded control over various territories. Each clan who is granted a territory within the city must guard it carefully for fear that the Duke will award it to another, rival, clan. Though individual Havens may be located outside a clan's territory, the region is mostly a designation of where that clan feeds and where others may not.
Carlsbad is part of the Imperial Praxis of Greater Prospect, also including Prospect and Idyllwild. For an explanation of imperial domains, see pages 3-4 of this document.
